10  | 甲辰，诏雄州进士焦渥与试衔判司、主簿或尉，以河北东路察访使曽孝寛言渥陈边议可采，召试舍人院中等故也。 诏河北两属戸借常平榖，免输息，权发遣环庆路经略使范纯仁言：「旧陜西敕弓箭手、百姓不许典买租赁蕃部田土，至熈寜编敕则不禁。臣今体访环庆州诸城寨属戸，昨因灾伤，多以田土典卖与蕃部，虑渐典卖与汉人，縁熟戸以耕种为业，恐既卖尽田土，则无顾恋之心，以至逃背作过，缓急难以㸃集。乞自今陜西縁边属戸蕃部地，止许典与蕃部，立契毋得过三年」。诏地连夏国界者，用陜西一路敕，馀用编敕。 録光禄寺丞吴辛子损为郊社斋郎。以辛通判太平州，出视广济圩溺水死故也。 |
