11  | 夏四月癸巳，兵部员外郎、知制诰吴奎知夀州。奎前使契丹，会契丹主加称号，邀使者入贺，奎不为往，因别设次令就观，比还，道与契丹使遇，其国本以金冠为上服，纱冠次之，而使人輙欲以纱冠邀汉使盛服，奎不许，杀其礼见之，既而契丹言，每北使至南朝，遇盛礼皆入贺，奎坐是出。甲午，遣官祈雨，潭州上浏阳县所得古钟，一送太常寺。丙申，上封者言：有䕃子孙犯杖以上，私罪情理重者，令州县批所犯，于用荫官诰之后，若三犯奏，听裁」。从之。丁酉，京东西路安抚司言：两路兵甲、盗贼，专督在本司，而别司又帯提举，事权不一，请皆罢之。诏南京留守司仍旧外，馀从之。 |
