21  | 八月甲子，以宣徽南院使郭守文充镇州路都部署，上面命之曰：「夫用兵者，必先须知敌强弱，明于动静，赏罚必当，但戢兵清野，此大意也。且朝廷以镇定、髙阳三路控扼，往来咽喉，若敌无所顾，矜骄而来，则出竒兵掩之，万不失一。且于骑士一指挥，内拣骁勇者，间以弓矢枪剑，分为十队，乃至三四百队，皆可制也。又选廷臣押队，敌若敢逾镇定，汝但勿战，阳为怯势，隂置骑士，朕即以驾前精锐，径发格鬭，仍窃取敌号，俟有必胜之䇿，则分布队伍，縦兵击杀，若其未㨗，各保城寨，皆百战百胜之谋也。自能随机设计，为之便宜，即不系此中书堂，后官阙，宰相欲选于百司以补之」。上不许，辛未，以河南府法曹参军梁正辞、楚丘县主簿乔蔚等五人，并为将作监丞，充中书堂后官，堂吏㧞选人授京官为之，自此始。 |
