7 | 二月壬申朔,赠司徒、諡文正李昉卒。昉温和无城府,寛厚多恕,为文章慕白居易,尤浅近易晓。江南平,士大夫归朝,昉多与㳺,雅厚善,张洎而薄张佖,及昉罢相,洎草制力攻昉之短,佖朔望尝诣昉第,人或谓佖曰:「李公待君素不厚,何数诣之?」佖曰:「我掌廷尉日,李公方秉政,未尝有所请求于我,我故重之」。昉素病心悸,每一发,必弥年不瘳,尝谓诸子曰:「我前后典诰命,三十年劳役,思虑而致是疾尔」。卒后,上尝谓近臣曰:「昉本以文章进用,及居相位,自知才微任重,无所弥纶,但忧愧而已」。 祠部员外郎、主判都省郎官事王炳上言曰:「尚书省,国家藏载籍,兴治敎之府,所以周知天下地里广袤,风土所宜,民俗利害之事,当成周之世,治定制礼,首建六官,即其原也。汉唐因之,轨范斯著,简策所载,焕然可观,葢自唐末以来,乱离相继,急于经营,不遑治教,故金榖之政,主于三司,尚书六曹,名虽存而其实亡矣。谨案六曹凡二十四司,所掌事物,各有圗书,具载名数,藏于本曹,谓之载籍,所以周知天下之事,由中制外,教导官吏,兴利除害,如指诸掌臣,故曰藏载籍、兴治教之府也。今职司久废,载籍散亡,惟吏部四司,官曹小具,祠部有诸州僧道文帐,职方有诸司闰年,圗刑部有详覆诸州巳决大辟案牍及勾禁奏状,此外无旧式,欲望令诸州每年造户口租税,实行簿帐,写以长巻者,别写一本,送尚书省,藏于户部,以此推之,其馀天下官吏民口、废置、祠庙甲兵、徒𨽻百工、疆畔封洫之类,亦可籍其名数,送尚书省,分配诸司,俾之缄掌,俟朞嵗之后,可以振举官守,兴崇治教,望选大僚数人博通治体者,参取古今典礼令式,与三司所受金榖器械、簿帐之类,仍详定诸州供送二十四司载籍之式,如此,则尚书省备藏天下事物名数之籍,如秘阁藏圗书,国学藏经典,三馆藏史𫝊,皆其职也」。上览奏嘉之,诏令尚书丞郎及两省五品以上集议其事,吏部尚书宋琪等上奏曰:「王者六官,法天地四时之柄,文昌列署,体象纬环拱之文,是为布政之宫,王化之本,典教所出,何莫由斯?然而古今异宜,沿革殊制,或从权而改作,亦因时而立法,唐之中叶,兵革弗宁,始建使名,专掌邦事,权去省闱,政归三司,五代相循,未能复旧。今圣文垂拱,书轨无外,将循名而责实,庶稽古以建官,悉举旧章,以蹈前轨,而嵗祀寝久,曹局仅存,有司失传,遗编多阙,臣等欲望委崇文院检讨六曹所掌图籍,自何年不系都省,详其废置之始,究其损益之源,别俟讨论,以期恢复」。上以其迂濶,竟寝之夏四月甲申,屯田员外郎吕奉天上言:「司马迁《史记》、王超五位图,嵗次、朔闰,皆与经传不合,以为唐尧即位之年,嵗在丙子,迄太平兴国元年,嵗亦在丙子,凡三千三百一年,起商王小甲七年正月甲申朔旦冬至,自此之后,每七十六年得一朔旦冬至,此即古歴一蔀,每一蔀积月九百四十、积日二万七千七百五十九,率以为常,直至《春秋》鲁僖公五年正月辛亥朔旦冬至,了无差爽,用此为法,以推经传,纵小有増减,乃经传之误,皆可发明也。古歴到齐梁以来,或差一日,更用,近歴校课,亦得符同。恭惟圣朝文教聿兴,礼乐咸备,惟此一事,久未刋修,伏望圣慈,许臣撰进,不出百日,其书必成,傥有可观,愿藏秘府」。诏许之,书卒不就。 |
