20  | 绥州刺史、西京作坊使李克文，继捧之从父也，表言继捧不当承袭，请遣使与偕至夏州谕继捧令入朝。辛丑，以克文权知夏州、作坊副使，尹宪同知州事。甲辰，西窑务役夫夏遇醉，殴队长杨彦进，召至便殿，上亲问，彦进，具伏与主将牛鹗素嫉夏遇，巧诬之，上怒，斩彦进，配鹗海岛，擢遇为十将，赐束帛银带以抚之。先是，园吏髙进诬告役夫朱希，上召问状，乃髙进尝求赂，而希不与，故诬之，上杖髙进，流海岛，免朱希役，至是，宰相赵普等以上亲决庻狱，察见微隐，相率称贺，上尝谓赵普曰：「朕每读书，见古帝王多自尊大，深拱凝严，谁敢犯顔言事，若不降情接纳，乃是自蔽聪明，或喜赏怒刑，岂能归天下之心哉？」普曰：「帝王若赏罚无私，内外无间，上求其理，下竭其诚，驯至太平，不为难事」。上又问：「治民之道复有何术？」普曰：「陛下恤念生民，每闻利病，无不即日施行，古圣王爱民之心，止于此矣」。 |
