29  | 丙戌，诏䕫州路溱南州夷落素盛，自今岁令走马承受传诏抚问之。 侍御史知杂事何郯言：「臣伏见陜西路顷岁邉鄙用兵之际，朝廷指挥，以诸州新弓手刺靣，充保㨗指挥，用备战守，一路之兵，仅増十万，縁当时仓卒，不暇精择，其间甚有疲弱，不堪征役之人，驱之行阵，固难得力，自休兵至今，岁月已久，尚未闻一加选汰，所费廪食，不可胜计，况其人并是郡县等第之家，系在军籍，甚非所愿，伏望本路诸州，令告谕应系新置保㨗军士，除人员节级外，其馀年五十以上及短弱不及等之人，如不愿在军者，许令自陈，委监司长吏相度，减放归农。此等久习武艺，今若放罢，亦须置籍拘管，仍乞以所居乡社相近处，如河北义勇，团作指挥，置人员节级管辖，其邉郡每岁以此军畨递防守处，亦令比旧减数，非时邉上或有警急，其罢放之人，尚可追集守城，却代精兵出战，于事又无废阙。方今财力大屈，所患在于兵冗，竭天下所出之物，仅能供亿，陛下幸听臣言，特行处置，一路之内可减三数万人，乃亦省费之一端。近包拯被命徃陜西制置解盐，伏乞下臣此议，使其就近覆騐，所冀审择利害，然后施行」。枢宻使龎籍，独以郯所言为是，壬戌诏㫖，实自郯发之。 |
