27  | 新知郑州贾昌朝过阙入觐，乙酉，授祥源观使，留京师。丁亥，右司谏钱彦逺上劝农䟽曰：「农，国家急务，所以顺天养财，御水旱、制蛮夷之本源也。唐开元户八百九十馀万，而定垦田一千四百三十馀万顷，今国家户七百三十馀万，而定垦田二百一十五万馀顷，其间逃废之田，不下三十馀万顷，是田畴不辟而游手多也，劝课其可不兴乎？本朝转运使、提㸃刑狱、知州通判，皆带劝农之职，拜敕结衔，正在督课，而徒有虚文，无劝导之实。谓宜置劝农司，以知州为长官，通判为佐官，举清强幕职、州县官为判官，先以垦田顷畆及户口数、陂塘、山泽、沟洫、桑柘，著之于籍，然后委劝农官，设法劝课，除害兴利，俟岁终农隙，转运司考较而赏罚之」。上嘉纳焉。始，恩州妖贼谋叛，清河县尉马登先捕其党陈友等二十馀人送州，张得一不能穷治之，以至窃发，于是河北安抚使为言，庚寅，擢登西头供奉官。 |
