38  | 己巳，再颁先朝祈雨雪法，令所在置严洁处。庚午，诏举官为县令，自今河北、陜西转运使、副嵗各举十二人，提㸃刑狱各六人，河东、京东西、淮南转运使副各十人，提㸃刑狱各五人。两浙、江南东西、福建、荆湖南北、广南东西、益利、梓转运使副各四人，提㸃刑狱各四人。䕫州路转运使副四人。提㸃刑狱三人。六路制置发运使副各六人。府界提㸃刑狱三人，知开封府并诸州府军监各一人，仍止得举所部官。初，同提㸃京西刑狱张易官临满将代，并举县令十六人，上因谓辅臣曰：「县令与民最近，故朕设保举之法，今易所举猥多，必以请托故也」。遂令裁定其数。辛未，判亳州、宣徽南院使、建武节度使郭承佑落宣徽南院院使。谏官、御史言：「承佑前在南京给粮，不以次置陈取新，茍悦军士，擅留纲粮，及批书宣头，不发戍兵，越法杖配轻罪，借用翰林器，出入拥旗枪，以禁兵拟周卫，体涉狂僭，无人臣礼」故也。壬申，判延州李昭亮，请陜西沿邉小堡寨无使臣管勾者，并更为铺，从之。 |
