9  | 壬戌，龙图阁直学士、权知开封府蒋之竒为翰林学士。试吏部侍郎邢恕权吏部尚书，户部侍郎吴居厚权户部尚书，试吏部侍郎李南公为寳文阁直学士、知永兴军、寳文阁待制、知瀛州路昌衡权知开封府。 诏：「陜西路添置蕃落马军十指挥，每指挥各以五百人为额，并支马七分，于永兴军、河中、凤翔、同、华州各置两指挥，并𨽻住营州军，将下统制训练，委逐路所属都总管司选官招人。 初，三省枢宻院同呈，以太仆牧租钱于陜西置蕃落马军十指挥，以五百人为额，支马七分，初欲以牧地募民飬马，乆而未集，曽布以为不若増骑兵为简便，兼土兵乃劲兵，又诸路出戍者已竭，及建此议，衆翕然皆以为允，上亦欣然从之，盖牧租见存者七百万，嵗额一百七万，而十指挥之费二十五万而已，故可与募人飬马之法兼行也。 |
