21  | 甲戌，广南廵抚使曹利用，言宜州贼党陈化、黎育与其徒二百馀人、家属五百口，及曽受补署者，并已招收讫。诏利用等俟得诸州军报乡闾宁静，乃还京。 象州民有以饮食馈贼者，利用请逮捕痛䋲之，上曰：「逺方愚民，为贼所廹，供置食物，乃是常理，惩罚太峻，不可行也」。令本州量事决责以闻。 诏申太仓，给军食槩量刻少之禁。先是，军士所得，斛才八九斗，颇以为言，上问三司使丁谓谓曰：「前诏条制，太仓纳诸州运粮，无得増受，诸军月给，无得减刻，违者至死，今此减刻，诚合严诛，但运粮米当有耗，舟卒盗食其中，若太仓输纳稍难，则恐纲运不继」。上曰：「然月廪不可亏少」。故复约束之。 省南乳酪院。旧置南、北二院，羣牧使言其烦费，故省其一。 河东转运使言：「唐龙镇来璘、来美等为西路契丹所掠，美即璘之季父，乆依府州，与来懐正同族，不相能，故懐正召戎破之以报怨。陈尧叟曰：「璘、美等亦穷，而款塞者尝持两端，本非富强之族，但㨿险阻，恣为观望，朝廷征之，则趣河之东地曰东纒，契丹兵加之，则趣河之西地曰西纒，介卒、骑兵所不能及」。上曰：「契丹使到，可令馆伴使言其事」。仍令转运使鲍中和与并州刘综等商度，索所掠璘、美人畜。 府州又言唐龙镇略夺芦子塞郭、莽族人马。诏转运司理还之。 |
