23  | 戊寅，诏广南知州、通判，自今审官院选京朝官曽任知县者充，依例引对。 上谓王钦若等曰：「近有西北使还者，言顺安军西至定州，旷土尽恳辟，苗稼丰茂，民无差扰，物价甚贱，惟当遴择守臣，使不生邉隙也」。马知节曰：「西北二方，乆为外患，今契丹求盟，夏台请吏，皆陛下威德所致，且如唐室贞观、开元，称为治世，然措置兵甲，树立屏翰，皆不得其宜，终成尾大之患。当今兵柄尽出陛下掌握，至于一命之士，皆由㫖授」。上曰：「前代求治之君亦多，如德宗思欲威加天下，知书自任，羣臣虽复上言，多所不惬，以是人颇循黙，此亦可深戒」。陈尧叟曰：「唐太宗与臣僚论事，有不出太宗意者，退有忧色，盖以天下至广，深居九重，不能周悉，而羣臣之见亦未及逺，此太宗所以忧也。今陛下听断如流，尚以为戒，兹实天下幸甚！」 |
