20  | 万历七年，苏、松水灾，给事中顾九思等请取回织造内臣，帝不听。大学士张居正力陈年饥民疲，不堪催督，乃许之。未几复遣中官。居正卒，添织渐多。苏、杭、松、嘉、湖五府岁造之外，又令浙江、福建，常、镇、徽、宁、扬、广德诸府州分造，增万馀匹。陜西织造羊绒七万四千有奇，南直、浙江紵丝、纱罗、绫紬、绢帛，山西潞紬，皆视旧制加丈尺。二三年间，费至百万，取给户、工二部，搜括库藏，扣留军国之需。部臣科臣屡争，皆不听。末年，复令税监兼司，奸弊日滋矣。 |
