字子京，与兄庠同举进士，礼部奏祁第一章献太后不欲以弟先兄，乃置祁第十，呼曰「小宋」，授复州军事推官。用孙奭荐，召试，授直史馆，迁太常博士、同知礼仪院，厯权三司度支判官、天章阁待制、判太常礼仪院、国子监，出知夀州、陈州还，知制诰，入翰林为学士，改龙图学士、史馆修撰，修《唐书》。书成，迁左丞，进工部尚书。逾月，拜翰林学士承㫖，寻卒。祁兄弟皆以文学显，而祁尤能文，善议论，惟清约庄重，不及其兄云。后諡景文。
