38  | 舜禹殊时，禅代存乎揖让；殷周异世，革命事乎干戈。至于据龙图，握凤纪，统御皇极，抚辑黎民，奄有四方，朝宗万国，垂法作训，其揆一焉。朕以寡薄，属彼浇季。大业末年，纲维废弛，三光改耀，九服移心。既戡定时难，辑和庶绩，一匡海内，再造黎元。隋氏以天禄永终，历数攸在，敬禅厥位，授于朕躬。顾惟惭德，属当景运，惧甚履冰，凛乎御朽。上答苍灵之眷，俯顺亿兆之心，宝历初基，普天同庆。所宜布兹宽惠，咸与惟新。可大赦天下，改隋义宁二年为武德元年。自五月二十日昧爽以前，罪无轻重，已发露，未发露，皆赦除之。子杀父、奴杀主，不在赦限。百官及庶人赐爵一级，义师所行之处给复三年，自馀给复一年。孝子顺孙，义夫节妇，旌表门闾；孝悌力田，鳏寡孤独，量加赈恤。 |
