三月辛卯［6］，臣寮乞下诸路宪司：『每岁将州县系囚瘐死最多者，具狱官姓名以闻，重与镌降。』从之。又诏：『今后州县催科必遵常制，县令非才，择佐官可任者委之，仍不许差州官及寄居权摄。』从臣寮请也。癸巳，监进奏院桂如琥进对，奏沿边民兵可用。上曰：『今日立功多是民兵。』如琥奏：『民兵皆有户籍税产，又谙熟地利，故战则有功。』上曰：『然。』又奏择将，上曰：『今日将才难得。』奏云：『行伍间亦有人，往往军将忌嫉，不得自伸。』上曰：『军将多是相忌。』又奏屯田，上曰：『荆襄所行如何?』奏云：『荆襄才行数年，积谷已逾百万斛，两淮、四蜀岂无可行之处?』上曰：『然。』己亥，臣寮奏补试鬻帖之弊，乞令国子监放榜日，取索待补真卷比验，字迹或不同，将中榜及卖贴人一例殿举。从之。乙卯，御集英殿策进士。
