41  | 六月，初置市舶司于广州。诏御史中丞刘温叟、中书舍人李昉等重定《开元礼》。以国朝沿革制度附属之。初，上征晋阳，命密州防御使马仁瑀率众巡边至上谷、渔阳，敌素闻其名，不敢出。明年，群盗起兖州，贼首周弼尤凶悍，自号长脚龙。诏仁昉掩击。仁昉领帐下十数人入泰山，擒弼，尽获其党，鲁郊以宁。庚辰，徙仁昉为瀛州防御使。仁昉兄子因醉误杀平民，系狱当死。民家自言非有憾也，但过误耳，愿以过失伤论。仁昉曰：『我为长吏，而兄子杀人，此乃恃势过横，非过失也，岂敢以己之亲而乱国法哉！』遂论如律。成都布衣罗居逋丧亲，庐墓，日诵佛书，有芝草生，甘露降。守臣表其事，于是以居逋为延长县主簿。刘鋹在国时，多置鸩以毒臣下。一日，上幸讲武池，鋹先至。诏赐卮酒。鋹疑之，捧杯泣曰：『臣承祖父基业，拒违朝廷，劳王师致讨，罪固当死。陛下不杀臣，今见太平。为大梁布衣矣。愿延旦夕之命，以全陛下生成之恩。』上笑曰：『朕推心置人腹，安有此事?』令取鋹酒自饮之，别酌以赐鋹。鋹大惭，顿首谢。上既平广南，欲行报谢之礼。 |
