八月癸酉，月犯建星。庚辰，太白犯罚。叶梦得为祠部员外郎。梦得为编修官才六日，蔡京亟荐之。与同事四人者皆对。梦得见上，论：『自古帝王为治，必先自治其心者。始尧举天下授之舜，不过曰：「人心惟危，道心惟微。」今国势有安危，法度有利害，人才有邪正，民情有休戚。若不先治其心，或诱之以货利，或陷之以声色，则所谓安危、利害、邪正、休戚者，未尝不颠倒易位，而足求其功乎?』上异之。京谓梦得曰：『公言得无意乎?』梦得曰：『此梦得所学也。』
