冬十月癸酉，袷于太庙。大赦。以益州为成都府，并州为太原府。韩琦之在太原也，乞复并州为节镇，诏两制议之。翰林学士胡宿以为：『商为宋星，参为晋星。国家受命，始于商丘。京师当宋之分野。而并为晋地，参商仇雠之星。今欲崇晋，非国之利也。』上是宿议。及琦秉政，因袷享赦书卒复之。宿又以为言，不报。
