八月庚申，诏三馆、秘阁校宋、齐、梁、陈、后魏、后周、北齐七史书，有不完者访求之。司马光言：『臣切以赦者害多而利少［4］，非国家之善政也。汉大司马吴汉病笃，光武亲临，问所欲言，对曰：「惟愿陛下无赦而已。」王符亦曰：「今日贼良民之盛者，莫大于数赦。」蜀人称诸葛亮之贤亦曰：「军旅屡兴而赦不妄下。」然则古之明君贤臣，未尝以赦为美也。伏望下中书：今后每岁疏决不过一次［5］，或早或晚。或外人不可预期，或遇亲祀南郊之岁，更不疏决，永为定制，庶几为恶之人不敢指以自宽，有所戒惧。丁卯，司马光进《五规》，一曰《保业》，二曰《惜时》，三曰《远谋》，四曰《重微》，五曰《务实》。
