八月甲子，元凤条陈正心、待臣、进贤、爱民、备边、循法、谨微、审令八事。诏：『朕之命相，正欲仰成览奏旨哉?乃言惟服，尚期励翼，其克有勋。』甲戌，以元凤奏董槐常黜郡守十馀人，欲堂聚审订将上。上曰：『郡守字民之官，不可轻授。』丙子，上谕辅臣：『三边备御稍密，惟斡腹一事，尚当加意。』元凤奏：『近田应寅申乞重泸、叙以为思、播之援，已行下制司区处。』辛巳，上谕辅臣：『属官带行朝职，外阃容或有之，内地帅阃虽有请，亦不可从。如武臣带环卫、阁职，须统兵率守则可。』寻诏：『诸阃属官、帐前武臣并不许带行内职。令三省、枢密院遵守。』
