五月辛未，春，流星出左角，大如太白。壬申，行都大火。癸酉，诏蠲临安府城内外征一月，仍核焚室之数上于朝，议行赈赡。其救焚将佐，优与迁秩。有伤没者，厚恤之如军功。诸禁卫营栅之遭毁者，下所隶措置，毋令暴露。』甲戌，诏避正殿，减常膳。主管殿前司韩昱、马步军司田庆宗、知临安府赵与欢并上章俟罪，诏释之。丙子，出内库缗钱二十万给被灾之家。荧惑犯太微垣上将星。辛巳，诏曰：『朕应天以实，每怀严恭寅畏之思；视民如伤，敢替抚奄矜怜之意。虽夙夜靡遑于安逸，而精神莫致于感通。外焉多垒之未平，内则群生之寡遂。岂期京邑闤闠之地，复延融风郁攸之灾，稚耋震惊，奔驰靡定，室庐焚毁，荡析离居，痛贯予心，祸非汝咎。不明不类，皆由朕德之愆；何饰何修，可逭上天之谴?减膳彻乐，发粟散财，已曲示于哀矜，恐未苏于凋瘵。求民之瘼，尤当公听以并观；悉意以陈，尚赖直言而极谏。共图弭，永底辑宁。』辛巳，赵与欢奏乞窜削，诏贬秩一等。
