闰九月己酉，有流星大如太白。庚戌，彗星出于角。癸丑，诏诸路监司体量旱歉州县，依条检放，察守令之贪廉仁暴以闻。丙寅，诏：『避殿减膳撤乐，尚虑朕躬有过及朝政有缺。令中外臣僚极意指陈，无所隐讳。其有关民间利便疾苦，并令诸路监司、守令以实具述闻奏，仍敷恩宥，以答天戒。三省条具合行事件，令学士院降赦。』
