十一月辛酉，大阅于西郊。癸亥，诏：『群臣使诸道，无得私有请托，违者当议其罪。』甲子，又大阅。上谓近臣曰：『晋、汉以来，卫士不下数十万。然可用者极寡。朕顷按籍而阅之，去其冗弱。又亲校其击刺骑射之艺，今悉为精锐，故顺时令而讲武焉。』诏殿前、侍卫两司将校无得冗占，直兵限其数，著于令。先是，按令文州县官抚育有方、户口增益者，各准见户每十分加一分，刺史、县令各进考一等，其州户不满五千、县户不满五百，各准五千、五百户法以为分。若抚养乖方，户口减耗，各准增户法，亦减一分，降考一等。主司因循，例不进考，惟按视阙失，不以轻重，便书下考。至是，有司上言：『自今请以减损户口一分科纳，系欠一分已上，并降考一等。如以公事旷遗、有制殿罚者，亦降一等。』从之。丙子，三佛齐国王释利耶、高丽国王昭并遣使来贡方物。壬子，初班历于江南。
