二月辛巳，夏竦乞早差近上臣僚监督鄜延一路进兵，同入贼界，免致落贼奸便。诏以竦奏示仲淹。陕西签书经略安抚判官田况言：『昨韩琦等画攻、守二策，其守策最备，可以施行。不意朝廷便用攻策，其不可者有七事。乞召两府大臣定议，但令严设边备。若更有侵掠，即须出兵邀击。或探得贼界，谨自守备，不必先有轻举。』陕西经略安抚副使韩琦言：『中夏之弱，自古未有。闻臣僚坚执守议，以为必胜之术者。今其异议已阻师期。且令诸路训饬兵马，俟及秋初，若范仲淹招怀未见其效，则别命近臣以观贼隙，如须讨击，便可进兵。』朝廷终杂之。元昊寇渭州，韩琦命任福等御于好水川，战败，福及耿傅、桑怿、王圭、武英等死之。方元昊倾国入寇，而福所统皆非素抚循之师，临敌受命，法制不立，既又分出趋利，故至甚败。是日，西贼再寇刘璠堡。诏京东西、淮南、两浙、江南东西、荆湖南北路招置宣毅军，大州两指挥，小州一指挥，为就粮禁军。丙午，京师雨药。
