夏四月丙子，诏诸州县量收免行钱。自宣和间始复熙宁旧法，罢行户而令输钱。至靖康初又罢。绍兴初，虽令见任官市买方物悉如民间之价，而污吏犹亏其直，议者以为不便。会军兴用乏，遂复令免行，仍诏公私和买物色，并依市直，违者以自盗论。已卯，参知政事兼权同知枢密院事孙近提举临安府洞霄宫。金人之犯淮西也，近请召张浚都督诸军，秦桧大恶之。及兵退，御史中丞何铸乃论近本无体国之忠，但有谋身之计，乞行罢黜。殿中侍御史罗汝楫因交章论近，乃有是命。庚寅，复置将作、军器监长贰各一员；罢枢密院计议官。辛卯，诏给事中范同令入对。初，张浚在相位，以诸大将久握重兵难制，欲渐取其兵属督府，而以儒臣将之。会淮西军叛，浚坐谪去。赵鼎继相，王庶在枢府，复议用偏裨以分其势。张浚觉之，然亦终不能得其柄。至是，同献计于秦桧，请皆除枢府而罢其兵权。桧纳之，乃密奏于上。以柘皋之捷召韩世忠、张俊、岳飞并赴行在论功行赏。壬辰，太保京东淮东宜抚处置使英国公韩世忠、少师淮南西路宣抚使济国公张俊并为枢密使，少保湖北京西路宣抚使岳飞为枢密副使，并宣押赴本院治事。世忠既拜，乃制一字巾，入都堂则裹之，出则以亲兵自卫，桧颇不喜。飞披襟作雍容状，桧亦忌之。
