五月壬申，命诸路漕臣兼提举学事。如本司官俱无出身，即从上一员兼领。诏浚临安府运河。时北关门外河道堙塞，乃谕大臣，令开撩之。丙子［2］，诏：『学校科举取士，如经义、诗赋人数不等，即以文理优长通融收补，不得过三分。』庚辰，左朝请大夫周绾为淮南转运判官。上览除目，曰：『监司，朝廷耳目之官。今天下安静，恤民为先，得人则一路安，否则烦扰百出，岂可不慎择?』辛巳，命权吏部侍郎王循友、权户部侍郎李朝正编类诸路监司郡守条上裕民事件，俟成书颁之。癸未，初作太庙柘室于室之西墙，金钉、朱户、黑漆，趺坐如承平之制。甲申，德兴县士民仇取新等请知县陈鼎再任。鼎尝权监进奏院，以上书请备边忤秦桧，故逐。至是桧进呈，上曰：『德政果及于民则固可留，然其间不能无计嘱，须加核实。』御史中丞何若即奏鼎朋附廖刚，鼎坐免去。鼎为邑有惠爱，至今人思之。丙戌，诏作景钟。钟高九尺，天子亲祠上帝则用之，以皇佑黍尺为准。既成，命秦桧铭之曰：『德纯懿兮舜文继，跻寿域兮敦内外。荐上帝兮伟兹器，声气应兮同久视，贻子孙兮弥万世。』上大悦。甲午，知泸州冯楫奏天雨豆、甘露降于郡园。右承务郎康与之监尚书六部门。与之，倬子也。上之以星变求言也，倬以选人上书，言彗不足畏。秦桧大喜，遂特改京官。
