秋七月戊辰，添差通判远州刘伯英提举荆湖南路常平茶盐公事。伯英为桧所善，在湖南创造宅堂，至饰以涂金，衙前盗用官课者，皆纳其女而释之，人不敢问。已巳，大府少卿赵不弃自蜀中还，入对。上谓秦桧曰：『不弃必深知四川财赋，计今调度给足，则军兴以来，凡所科敷，并可蠲罢。朕所以休兵讲和，盖为苏民力耳。如其不然，殊失本意。』壬申，知荆南府刘锜提举江州太平观。锜镇江陵凡六年。癸酉，敕令所奏诸遭丧应解官而临时窜名军中规免执丧者徒三年，所属知情而为申请起复者减二等。先是，上数谕大臣，以为有伤风教。至是立法。徽猷直学士、左奉议郎胡寅引疾告老，诏迁一官，仍旧职致仕。庚辰，诏四川宣抚副使郑刚中令赴行在奏事，知成都府李璆权四川宣抚司职事。秦桧不乐刚中，刚中颇觉之，私谓人曰：『孤危之迹，独赖上知之耳。』桧闻愈怒。刚中在蜀六年，事或专行，其服用往往逾制。赵不弃还朝，颇文致其事，故刚中遽罢。癸未，诏李璆、符行中同共参酌措置减放四川科敷钱物。乙酉，李观民知濠州代还入见，言：『陛下信任一德之臣，修讲邻好，力偃戎兵，而民免于涂炭者，七年于兹。频岁有秋，人皆乐业。伏愿戒伤边臣，毋致少有生事，庶几仰承德意之万一。』从之。丙戌，秦桧奏以谢寻知潮州，上曰：『凡除郡守，莫须到堂否?』桧曰：『例须参辞。』上曰：『今既休兵，正以民事为急。卿宜更加询审，如昏耄无取者，不若只与宫祠。』
