秋七月辛巳，杨敦知舒州代还，乞诫监司、守臣修水利。诏付户部。上曰：『平江堤堰不修，岁输米比旧亏十万斛。临安西湖，民间灌溉所资，其利不细，岁久亦填淤，宜悉令修治。』辛卯，秦桧以甘雨应祈，乞拜表称贺。上曰：『更五日不雨则伤稼，如浙东田高，得此雨极济，秋成可必。』主管台州崇道观许忻知邵州。忻以论事忤秦桧意，屏居临川，闲居少所宾接。学人陆九龄年尚少，忻一见，亟折辈行与深语，至是遂与之俱。九龄，金溪人。陆入郡学时，场屋无道程氏学者，九龄从故编得其说，独委心焉，因结茅舍旁讲习，兼晨夜不怠。如此者十馀年。壬寅，右谏议大夫巫伋论镇江府见于民间科借苗米，追呼捶挞，不胜其扰，乞禁止其官吏，重赐黜责。癸卯，秦桧奏事毕，上曰：『巫伋言镇江预借事，不知何故，阙乏乃尔。可令监司经理，其守臣先罢。』时曾敦为秦桧所厚，骤用知镇江，至是才数月也。
