八月己酉，郑康佐知惠州代还，言：『陛下临御以来，诏令为民而下者十常八九，所以天佑一德，民怀有仁。然亲民莫如守令，按察莫如监司。若监司巡历或不周遍，则遐方僻壤，郡邑官吏循习弛怠，奉行必有不谨者。望申饬攸司，自中兴以来，省刑罚、薄税敛，凡恤民宽厚之诏，令编类成书，以赐守令。仍令监司岁内分巡所部，要务周备，以察奉行诏令之当否、官吏之勤惰，庶几咸思振举庶职，惠养黎元，以称励精求治之意。』诏令敕令所编类。丙戌，薛仲邕为大理司直。仲邕，曹泳之甥，故秦桧用之。是月，诸路发解举人，而右文殿修撰秦埙当就两浙转运司取应。桧亲党或谓平江府观察推官萧燧曰：『秋试必主文漕台。』燧诘其故，曰：『丞相有孙就举，将以属君。』燧谢曰：『燧初仕，敢欺心耶?』漕檄下，乃秀州也。至则溢员，就院易一张教授者去，埙果前列。燧，清江人，进士甲科。既为桧所怒，自是浮湛州县者十年。
