六月癸酉，御史中丞汤鹏举言：『陛下总揽权纲，慎择郡守。臣愚拟令郡守久任，责以治效，正当今之先务。』辅臣进呈，上曰：『此在慎择监司。监司得人举刺公，则郡守之职自振矣。由汉以来，郡守有善政者，多增秩赐金，正不欲数易。久任亦不可为定制。』沈该等曰：『欲令监司、帅臣同共考察课绩，列衔保举再任，仍令尚书省置籍。』上曰：『如此甚善。』甲戌，宰执进呈秘书省校书郎黄中面对札子，言：『自顷大臣用事，屏弃忠良，私昵险人，布在郡县，不复以民为意。自陛下一新百度，监司、郡守出于亲擢，谓宜取法祖宗，精选公忠明敏之臣。每道分遣一人，令遍历郡县，凡百姓之疾苦、狱刑之冤滥、财用之蠹耗、官吏之贪污苟且，与夫利之未兴、害之未除者，皆得条具以闻。』上纳之。乃诏诸路监司躬历所部，询访廉察，条具以闻，当议黜陟。御史台言：『因言章及告讦编置居住人曹泳等未见申到贬所，乞令所在押发，稽留者抵罪二从之。丁丑，新知湖州程克俊参知政事。戊寅，沈该等奏：『今次科举，臣等子弟、亲戚并令归本贯就试。』因进：『早检会到祖宗典故：乾德六年，陶邴中第。邴乃翰林学士承旨谷之子，遽命中书覆试。』上曰：『往时秦埙中甲科，所对策、叙事皆桧、熺语，朕抑之，置在第三，不使与寒士争先。祖宗故事，今可举行。』遂诏贡院遵依咸平二年三月诏旨，所试合格举人内有权要亲族者，具名以闻。
