己卯绍兴二十九年春正月庚辰，左正言何溥请禁诸州科卖仓盐［7］。上曰：『盐虽民间常用之物，不可一日阙，至于科卖，则为大害。朕顷在京东，目击此事。州县抑民均买，谓之计口食盐，其后盗繇此起。今当严禁止之。』
