十有二月壬午，玉山县丞张绚除正字，用刘大中荐也。初，监察御史刘大中自江南还，言虔、饶两监二年所铸新钱才二十万缗,而用本钱十二万缗，吏卒之费又二十三万缗,得不偿费，望减并官吏。癸未，从之。乙酉，临安火。后二日，又火，燔民居其众。宰相朱胜非引咎乞罢政，不许。己丑,诏四川诸州犯私茶盐人并不用赦荫原免，自是天下茶盐皆用重法矣。壬辰，诏诸路监司令三省选择差除，自今臣僚差遣，并不得自具阙乞差。时御史建言：『祖宗朝除用监司，必择累任知州、通晓政事、实有政绩，或久任省府推判、练达老成之人，故使按察吏治，发摘奸伏，荐举人材，抚存百姓，无有不宜。若有本路利害，就委措置，无有不当。近年任用太易，以一路耳目之寄，付新进望轻之人，欲使政事修举，奸宄消伏［3］，难矣。望令中书慎简聪明公正之人，参之众论，书之于籍，以待有阙，按籍除授。』疏入，上谕辅臣曰：『今奔竞之风未息，每有一阙，必至乾乞。宜明戒谕，毋得具阙乞差，庶修士检。』然循习已久，终不能革也。癸巳，诏修盖殿宇，迎奉祖宗神御赴行在。乙未，诏初磨勘改官人许注外路教官，著为令。宰执进呈差沈昭远催军粮事，上曰：『差官数有言者，盖常赋自有转运司官,苟不职，自当别选能吏，岂可每每差官催督乎?至于因事差官出外，自祖宗时有之，亦不得俱废也。』甲辰，诏南班宗室新第仍旧以睦亲宅为名。丙午，敌使李永寿、王翊至行在。
