八月乙丑朔，诏知阁门事孟思恭奉使受赂，可罢见任。丙寅，诏曰：『永惟民之戚休系于牧守，咨尔部使者，其悉乃心，察列城之政，举循良，劾贪暴及疏怠旷职者，以听升黜。至于任非所长，无他大过者，亦条列以闻，朕当命以他官。其令诸路帅臣、监司，限两月悉具部内知州治行臧否，连衔闻奏。』丁卯，诏：『祖宗格法，差破禁军，自有定数。比年三省、枢密院诸房及百司例作名目差占，抽强壮披带之人以充担擎，看管杂役，实为蠹兵之弊。仰诸房百司除依数目差破，馀令拘收。如敢影占，重置典宪。』辛未，谏议大夫任古奏：『孟思恭奉使受赂，而朝廷不能正其典刑。夫人之有过而不能治，在国法为可废；国之有法而不能施，在朝廷为可羞。愿陛下澄源塞流，使斯辈贪利败国之心潜销于冥冥之中，则专对于外，可以无辱命之忧。』乃降授武功大夫、吉州刺史。戊寅，上诣德寿宫，奉上光尧寿圣太上皇帝、寿圣太上皇后尊号册宝行礼。追册皇后郭氏。初，后归于潜邸，愭、恺、敦，皆其所生云。
