二月丙子，诏布衣陈得一就秘书省别造新历，令少监朱震监视。又诏川陕宣抚司寻访眉州精晓历数人，将所降历日委官监视参考，有无差错，申尚书省。丁丑，上御舟发平江府。戊寅，命祠部员外郎张铢奉太庙神主自海道至临安府。壬午，御舟至临安府，行宫留守孟庾率京官小使臣以上迎于五里外，上乘辇还行宫。乙酉，侍御史张致远言：『自昔立国者兵不贵多,贵于有用；财不患乏，患于无节。聚财养兵，皆出民力。且东南土地不加广而日以荒芜，租赋不加饶而日以脧耗。盖缘民以力田为苦，而游手者军伍收之，避役者度牒假之，强悍者盗贼死之，一人耕，百人食，本先瘁矣。今主计者初非因任，复数更易，利源不讲，权柄下移。酒税，利源也，而诸将侵之；茶盐，利源也，而堂吏私之；铜铁，利源也，而工贾擅之；常平，利源也，而宪司忽之。今欲理财，宜三司精择使副，或以户部官吏依仿三司，任以职事，全计经常，量入为出，先务省节,次及经理，则财用沛然矣。』诏户部限十日讲究条具，申尚书省。丙戌，右仆射赵鼎守左仆射、知枢密院事，张浚守右仆射，并同中书门下平章事兼知枢密院事，都督诸路军马。两制出，浚独以军功及专任边事为言。上既以边事付浚，而政事及进人材专付于鼎矣。
