秋七月壬午，诏以榷货务为市易西务下界，市易务为东务上界。辛卯，诏在京商税院、杂卖场、杂买务并隶提举市易务。曾孝宽为史馆修撰兼枢密都承旨。旧用武臣，以文臣兼领，自孝宽始也。编修三司敕条例删定官郭逢原上疏：『陛下固以师臣待安石矣，而使之自五鼓趋朝，仆仆然北面而亟拜，尚守君臣之常分，臣之所未喻也。』又曰：『宰相代天理物，无所不统。臣愚以谓当废去枢府，并归中书，合文武于一道，归将相于一职，复兵农于一民。此尧舜之举也。今王安石居宰辅之重，朝廷有所建置，特牵于枢府而不预，则臣恐陛下任安石者盖不专矣。』疏奏，上甚不悦。他日，谓安石曰：『逢原必轻俊。』安石曰：『人才难得，如逢原亦且晓事，可试用也。』庚戌，遣章敦察访荆湖北路农田水利常平等事。壬子，诏武学生员以百人为额。遇科场前一年，委枢密院降宣，命武臣路分都监及文臣转运判官以上，各奏举堪应武举者一人。其被举人遇生员阙，愿入学者听。诏入内供奉官以下已有养子，更养次子为私身内侍者，当行处斩，不在自首之限。
