秋七月辛卯，诏新判太原府欧阳修罢宣徽南院使、知蔡州。先是，修以病辞宣徽使至五六，因论青苗法，又移书责王安石，安石不答而奏从其请。壬辰，枢密使吕公弼罢为吏部侍郎、知太原府，权御史中丞冯京为枢密副使。癸巳，赐秘书省正字唐垌出身。初，垌为北京监当官，上书言：『青苗不行，宜斩大臣异议者一二人。』王安石谓垌宜在馆阁，故得召对。
