八月庚子［2］，刘安世言：『臣伏见祖宗以来，执政大臣亲戚、子弟未尝敢授内外华要之职。自王安石秉政以后，尽废累圣之制，专用亲党，务快私意。在位之臣，犹袭故态；子弟亲戚，布满要津，此最当今大患也。愿出此章，遍示三省，俾不废祖宗之法。』中书舍人曾肇言：『七月，内批钱珏特差勾当牛羊司；八月，内批刘言特添差勾当翰林司。臣伏见太皇太后陛下、皇帝陛下杜绝清谒，裁抑恩幸，而近日以来，颇有干求内降特与差遣者。窃恐侥幸之人转相扳援，谨并录上仁宗朝缘内降戒饬诏书事迹凡八条，别为一通。伏乞置之坐右，少助省览。』
