闰六月壬申，董槐抗疏：『蜀事孔棘，已犯临战易将之戒，此臣子见危致命之日也。而上下牵制，曾未有出身当此任者。愿假臣宣抚之名，置司夔门，以通荆蜀之气脉。』上优诏答曰：『士大夫以议论求胜者多，以事功自勉者鲜。朕为人才世道忧之。卿深念蜀事，慨然请行，足见忠壮。然经理西事，当在庙堂，更宜勉竭谋猷，以副委任。』以蒲择之为军器监丞，暂充四川制置权司职事。甲戌，命包恢为浙西提点刑狱，招捕盐寇。壬午，以李曾伯为四川宣抚使兼荆湖制置大使。诏：『四川事力愈单，须合荆阃，乃可运掉。宜趋李曾伯进司夔路，区处规模，务要速定。』己亥，罢江湾浮盐局。
