夏四月癸巳朔，日有食之。甲午，大名馆陶民郭贽诣阙诉括田不均，诏令他县官校视，所隐顷亩皆实，上怒，本县令程迪决杖流海岛，给事中常准为括田使，贵降两官。左赞善大夫申文纬奉诏按田，清河县令李瑶受赃，文纬不之察，为部民所诉，杖杀李瑶，文纬除籍为民。汉初，犯私麯者并弃市，周祖始令至五斤死。上以周法尚峻，壬申［11］，诏民犯私麯十五斤、以私酒入城至三斗者，始处极典，其馀罪有差，私市酒麯，减造者之半。上又以前朝盐法太峻，是日定令，官盐阑人禁地贸易至十斤、煮鹻至三斤者，乃坐死。民所受蚕盐以入城市，三十斤以上者奏裁。
