夏四月甲申，以旱，分命使臣遍祷京城祠庙。是夕，雨。丁亥，幸国子监。遂幸武成王庙。诏自今祠祭宿斋，并令仪鸾司供帐，务极严洁。庚寅，凿池于朱明门外，造楼船百艘，选卒号水虎捷，习战池中。辛卯，王处讷上《新定建隆应天历》，上为历序，颁行之。庚子，以华州团练使大城张晖为凤州团练使。上既诛李筠，将事河东，召晖入觐，问以计策。晖曰：『泽、潞疮痍未瘳，军旅荐兴，恐不堪命。不若戢兵育民，俟富庶而后图之。』上慰劳遣还，于是始谋伐蜀，乃徙晖凤州。晖尽得其山川险易，因密疏进取之计，上览之甚悦。命磁州分闲田以处北汉降民，仍赐耕牛及钱米。乙巳，幸五津园阅诸军骑射。令诸州造轻车，以给馈运。
