壬戊建隆三年南唐、吴越、荆南、湖南、漳泉奉正朔，蜀称广政三十五年，北汉天会七年。春正月己巳，命淮南道官吏发仓廪以赈饥民。初，户部郎中沈义伦使吴越归，言扬、泗饥民多死郡中，军储尚百馀万可贷，至秋乃收新粟。有司沮义伦曰：『若岁荐饥，将无所取偿。孰当执其咎者?』上以诘义伦，义伦曰：『国家方行仁政，自宜感召和气，立致丰稔，宁复忧水旱耶?』上悦，故有是命。诏诸州长吏劝课农桑，自后或因岁首，必下此诏。禁诸州铁鑞钱及江南所铸唐国通宝钱，民间有者，悉送于官。庚辰，女真国遣使只骨来修贡。癸未，幸国子监。
