八月甲辰，义武节度使孙行友在镇逾八年，上初即位，行友不自安，累乞解官归山，上不许。行友惧，将据山寨以叛。兵马都监药继能密表其事，上遣武怀节会镇、赵之师直入定州，出诏示之，令举族归朝。行友仓皇听命。既至，削夺官爵，禁锢私第。辛亥，女真国遣嗢突刺来贡名马。

永济县主簿郭顗坐赃一百二十万弃市。诏缘边诸寨有犯大辟者，送所属州军鞠之，无得辄断。曹州冤句令侯陟以清干闻，甲寅，擢左拾遗、知县事。节度使袁彦颇为不法，陟抗章言之。彦上表谢，自陈其无罪，上亦不穷治焉。丁巳，诏刑部：『应诸道州府有犯盐麯人合配役者，祗令本州充役。』

初［15］，五代募民盗戎人马，官给其直，籍数以补战骑之阙。上欲敦信保境，戊戌，敕沿边诸州禁民无得出塞侵盗，前所盗马，尽令还之，由是夷狄畏慕，不敢内侮。是月，命知制诰河内卢多逊看详进策献书人文字升降以闻。
