夏四月辛丑，命龙图阁直学士兼侍讲司马光编《历代君臣事迹》，于是光奏曰：『纪传之体，文字繁多。窃不自揆，尝欲上自战国、下至五代，正史之外，旁采他书，凡关国家之盛衰、生民之休戚、善可为法、恶可为戒，帝王所宜知者，略依左氏《春秋传》体为编年一书，名曰《通志》。其书上下贯穿千馀载，固非愚臣所能独修。伏见翁源县令刘恕、将作监主簿赵君锡皆有史学，欲望特差二人，与臣同修。』诏从之。其后君锡父丧不赴，命太常博士刘邠代之。司空致仕宋庠卒。庠自初执政，遇事辄分别是非可否，用是斥退。及再登用，遂浮沈自安。然天资忠厚，尝曰：『逆诈恃明，残人矜才，吾终身弗为也。』殿前都虞侯郭逵同签书枢密院事。同签书自逵始。于是知制诰邵必言：『逵武力之士，不可置庙堂。』弗听。或以咎韩琦，琦曰：『故事，西府当用一武臣。上欲命李端愿，吾知端愿倾邪，故以逵当之。』或曰：上本意欲用张方平。琦知方平不附己，猥曰：『西府久不用武臣矣。宜稍复故事。』上督其人，无以应，乃遽用逵。知谏院邵亢、御史吴申、吕景交章论逵『黠佞小才，岂堪大用?』不报。
