秋七月丁亥，权发遣群牧判官郭茂恂言：『准诏以陕西博买蕃部马并粮草，欲专以茶博买马，以彩帛博买粮谷。及以茶马并为一司，令臣具经久利害。臣窃闻昔时亦是用茶折马价，虽兼用金帛等，亦从其便。近岁始专用银绢及钱钞等。况卖茶买马，事实相须，令提举买马官通管茶场，实为职务相济。』从之。诏斩四方馆使韩存宝于泸州。先是，存宝经制泸州夷贼无功，时方大举伐夏，故诛存宝以令诸将。
