八月己卯，太白昼见。前桐城县尉周谔上书，诏中书省记姓名。上日阅匦函小臣所言利害，无不详览如此。辛卯，诏中大夫、尚书左丞蒲宗孟守本官知汝州。先是，宰执同对，上有无人材之叹，宗孟对曰：『人材半为司马光以邪说坏之。』上不语，正视宗孟久之。宗孟惧甚，无以为容。上复曰：『蒲宗孟乃不取司马光耶?司马光者未论别事，只辞枢密副使。朕自即位以来，唯见此一人。他人则虽迫之使去，亦不肯矣。』又因泛论古今人物，宗孟盛称扬雄之贤。上作色言：『扬雄《剧秦美新》不佳也。』罢朝，安礼戏宗孟曰：『扬雄为公坐累!』九月癸卯朔，日有食之。中书舍人赵彦若等言：『六房公事，乞据舍人员数分领，以吏、户、礼、兵、刑、工为次，其年事、班簿、制敕、库房并通领。』从之。戊辰，起居郎蔡京言：『旧修起居注官二员不分左右。故月轮一员修纂。今起居郎、舍人分隶两省，所以备左右。史官则左当书动，右当书言。乞自今起居郎、舍人随左右分记言动。』从之。
