71  | 戊午，尚书右仆射兼中书侍郎蔡确守左仆射兼门下侍郎，知枢密院事韩缜守右仆射兼中书侍郎，门下侍郎章敦知枢密院，资政殿学士司马光为门下侍郎。初，光以知陈州过阙，未入对，上疏乞下诏广开言路。『及到京，蒙降中使以五月五日诏书赐臣看阅。诏书始末之言固尽善矣，中间逆以六事防之。臣以为人臣惟不言，苟上言，则皆可以六事罪之矣。或于群臣有所褒贬，则可以谓之阴有所怀；本职之外微有所涉，则可以谓之犯非其分；陈国家安危大计，则可以谓之扇摇机事之重；或与朝旨暗合，则可以谓之迎合已行之令；言新法之不便当改，则可以谓之观望朝廷之意；言民间愁苦可闵，则可以谓之炫惑流俗之情。然则天下之事，无复可以言者矣。是诏书始于求谏而终于拒谏也。乞删去中间一节，使天下之人各尽所怀，不忧黜罚，如此，则中外之事、远近之情如指掌矣。』未几，果别下诏令实书其事。 |
