39  | 八月，上谓宰相曰：『朝廷宜守经制，傥务更张，则攀援者众。乃知命令之出，不可不谨。又莅官之人不可过为宽恕。以致弛慢。或探求罪恶，不顾烦扰，抑又甚矣。』王旦曰：『古人有言：法出而弊作，令下而奸生。宽则民慢，陷法者多；猛则民残，无所措手足，正为此也。』祖宗以来，两省、御史台官须文学优长、政治尤异者乃特除拜。汾阴肆赦，始以叙迁。上恐循习非便，乃诏自今遵守旧制，不得以他官转入。丁巳，诏文武官有言刑政得失、边防机事者，并赐封，其馀细务，令条列以闻。 |
| 61 | 秋七月。初，刘承规私请于上，欲求节度使。上谕王旦，旦曰：『陛下所守者祖宗典故，典故所无，不可听也。』上又曰：『承规言死在旦夕。』旦曰：『陛下若听承规所请，后必有邀朝廷求为枢密使者矣。』上乃止。承规寻卒，乃赠镇江节度使。初，知滨州吕夷简上言，请免河北农器之税。上曰：『务穑劝耕。古之道也，岂独河北哉?』癸卯。诏诸路勿税农器。 |
