八月，以三司使晏殊为枢密副使。壬戌，大内火，延燔八殿。乙丑，诏群臣直言阙失。先是，百官晨朝而宫门不开，辅臣请对，帝御拱宸门，追班百官拜楼下，宰相吕夷简独不拜。帝使问其故，曰：『宫庭有变，群臣愿一望清光。』帝举帘见之，夷简乃拜。时宦者置狱治火事，得缝人火斗，已诬伏，下开封府使具狱，权知府事程琳辨其不然，乃命工图其火经处，且言：『后宫人多，此殆天灾，不可以罪人。』监察御史蒋堂亦言：『火起无迹，安知非天意?陛下宜修德应变，今乃欲归咎宫人。且宫人付狱，何求不可?而遂赐之死，是重天谴也。』帝为宽共狱，卒无坐死者。殿中丞滕宗谅言：『国家以火德王天下，火失其性，由政失其本。』因请太后还政。秘书监刘越请太后还政，言尤鲠直，皆不报。九月庚寅，重作宝册，以旧册宝为宫火所焚也。十一月，上以修内成，恭谢天地于大安殿，遂谒太庙。大赦，改元。定难节度使、西平王赵德明封夏王。德明凡娶三姓，米母氏生元昊，小名嵬理。羌语谓『惜』为『嵬』，『富贵』为『理』。性凶鸷猜忍，通蕃汉文字。数谏德明无臣中国，德明曰：『吾族三十年衣锦绮衣，此圣宋天子恩，不可负也。』元昊曰：『英雄之生，当王霸尔，何锦绮为?』德明死，元昊继立。癸亥，制授元昊特进、检校太师兼侍中、定难节度、夏银绥宥静等州观察处置押蕃落使、西平王。元昊既袭封，即阴为反计。

十二月，诏以来年二月躬耕藉田，先请皇太后恭谢宗庙，权罢南郊之礼。及议皇太后谒庙仪注，太后欲纯被帝者之服，薛奎独争曰：『太后必御此，见祖宗若何拜?』固执不可。虽终不纳，犹少杀其礼焉。
