戊寅宝元元年春正月,直史馆、同知礼院宋祁上疏曰:『臣伏见顷岁以来,灾眚数见,若乃群星流散,则民人荡析之象也。月行黄道,地震州邑,边戎窥间,臣下擅恣,后妃将盛,年谷且饥之兆也。去年火焚兴国寺浮屠,延燔艺祖神御殿,已而盗坏宗庙扣器者再,则神不昭格之意也。陛下试一念之,假有荡析,以何策固安?假有饥空。以何理振救?脱致窥间,可任之将为谁?傥令擅恣,可防之奸有几?』丙午,以灾异屡见,下诏求直言。庚戌,命翰林学士丁度等权知礼部贡举。乙卯,大理评事苏舜钦诣匦通疏曰:『臣闻河东地大震裂,既而孟春之初,雷电暴作。臣切见纲纪隳败,政化缺失,其事甚众,不可概举,谨条大者二事以闻。一曰正心。夫治国如治家,治家者先修己,修已者先正心。心正则神明集而万务理。今民间传陛下比年稍迩俳优贱人,燕乐逾节,赐予过度。燕乐逾侈则荡,赐予过度则侈。荡则政事不亲,侈则用度不足。今陛下春秋鼎盛,实宵衣旰食求治之秋,而乃隔日御殿,此政事不亲也。又府库匮竭,民鲜盖藏。诛敛科率,殆无虚日,此用度不足也。二曰择贤。夫明主劳于求贤而逸于任使,然盈庭之士不须尽择,在择一二辅臣及御史、讲官而已。昨王随自吏部侍郎平章事,超越十资,复为上相,而随虚庸邪谄,非辅相之器。降麻之后,物论沸腾,故疾缠其身,灾仍于国。陛下左右尚如此,天下官吏可知也。又张观为御史中丞,高若讷为司谏,二人者皆温和软懦,无刚鲠敢言之气,斯皆执政引拔建置,欲其缄嘿不敢举扬其私,时有所言,则必暗相关说,旁人窥之,甚可笑也。』直史馆苏绅上疏曰:『星之丽天,犹万国之附王者。下之畔上,故星亦畔天。天者阳之气,地者阴之体,其有越阴之分,侵阳之政,则应以变。动雷者天之号令,所以开发萌芽,辟除阴害。万物须雷而解,须雨而润。惟人君崇宽大,顺春令则应节,否则动于冬。今方春而雷发声,天其或者欲陛下出号令以震动天下宜及于早,而矫臣下舒缓之咎,凡朝廷事,无巨细,无内外,取其先急者,悉关圣虑而振肃之,不可缓也。夫星变既有下畔上之象,地震又有阴侵阳之证者,天意若曰:夷狄将有畔上之衅。恐陛下未悟也,又以震雷警之,欲陛下先事为备,则患祸消而福祥至矣。』叶清臣上疏曰:『臣闻王者之所以横制六合,抚有万民者,在握刑赏之权,不授人以柄而已。今则不然,爵赏刑罚,陛下所有也,比及于人,则天下之人族谈嚣然,不曰自陛下出,而曰由宰相得,非臣阴之盛而易天地之序者乎?』校书郎张方平陈七事,一曰密机事,二曰用威断,三曰广言路,四曰重图任,五曰正有司,六曰信命令,七曰示戒惧。御史中丞张观上四事,一曰知人,二曰严禁,三曰尚质,四曰节用。

六月己卯,建州言:自正月雨至四月,溪水大涨,入州城,坏民庐舍。帝留意农事,每以水旱为忧。甲申,诏天下州郡每旬上雨雪状,著为令。戊子,权知司天少监杨惟德等言:『来岁己卯闰十二月则庚辰岁正月朔,日当食。请移闰于庚辰岁。』上曰:『闰所以正天时而授民事,其可曲避乎?』不许。
