八月己酉，契丹主宗真卒，子洪基立，改清宁元年。癸卯，知谏院范镇言：『比者京师及辅郡岁一赦，去岁再赦，今岁三赦，又在京诸军岁再赐缗钱，姑息之政，无甚于此。夫岁一赦者，细民谓之热恩，以其必在五月、六月间也。猾胥奸盗倚为过恶，指以待免，况再赦而三赦乎?今备塞之人五六十万，使闻京师端坐而受赐者，能不动心哉?请自今罢所谓一赦，以摧奸猾，而使善良得以立也。罢兵士之待赐钱以益内外，而使民得以宽也。』乙未，知谏院范镇言：『先朝以御宝印纸给言事官，使以特奏，上所以知言者得失而殿最之。请据今御史、谏官具员，置章奏簿于禁中，时时观省之，仍以尚书省所置簿具言行否，每季录付史官。』诏中书置台谏官言事簿，令以时检句销注之，仍录与枢密院。
